No, it's "planet disaster." The official lyrics for both Dusk and Black Foliage have been posted at elephant6.com. Will personally wrote these out for Kelly, if I'm not mistaken.

If you listen to various live recordings, you can clearly hear that it's "planet disaster," so when you go back and listen to Dusk, you will notice that it isn't "what a disaster." I always thought it was "what a disaster" too, until I heard some live recordings.

I think it's multiple people, considering they finish at sligtly different times. My dad's a police officer, I can ask him to run it through those sound processing macheinns to check. Then I could compare it to the other members of the band and decide which people or person it is.
